New socio-occupational challenges linked to the climate emergency

Global warming also poses new challenges in socio-occupational matters. The rise in temperatures that is being experienced worldwide and, in particular, in the Mediterranean regions (20% higher than the rest of the world) makes it necessary to carry out adjustments in working conditions and the prevention of occupational hazards, in order to prevent harming workers’ health and, in turn, to safeguard productivity and employment. Both the ILO and the community authorities are asking countries to take steps to address this situation. In Spain, based on Arts. 1 and 7 of the Spanish Constitution, which imposes the obligation to pursue social justice through a labour model focused on workers, the Just Transition Strategy, of 22 February 2019, as part of the Strategic Energy and Climate Framework, attempts to maximise the employment opportunities in the transition towards a development model with a low carbon footprint. This strategy includes several (sometimes very abstract) measures and, in any case, does not cover all those needed to address the challenges of climate change and to prepare the essential ecological transition. Likewise, it is necessary to provide answers to the problem of climate refugees or immigrants, for whom the current legal systems do not offer any solutions. The study and formulation of adequate responses to these challenges posed by global warming, as well as the appropriate ways through which to channel the necessary eco transition, are the main lines of study of this group.
